PROGRAM SUMMARY:
Dick Trammel introduced the guest speaker, Ernie Passailaigue, Arkansas
Scholarship Lottery Director. Before accepting the position with the
Arkansas Lottery, Mr. Passailaigue was the South Carolina Lottery
Director. The Arkansas Lottery has set records and within the first few
months became the fifth most successful lottery in the U.S. As of
January 31, 2010 the Arkansas Lottery reported $181.4 million dollars in
sales which represents $37.7 million dollars in higher education
scholarships. Mr. Passailaigue noted that statistics have indicated that
Arkansas residents were spending approximately $100 million dollars a
year on out of state lottery play prior to the establishment of the
Arkansas Scholarship Lottery. As an ending note Mr. Passailaigue said
the first Arkansas Lottery ticket was sold on September 28, 2009 to Dr.
Jon Purcell, Director of the Arkansas Department of Higher Education.
