Mr. Passailaigue noted that statistics have indicated that Arkansas residents were spending approximately $100 million dollars a year on out of state lottery play prior to the establishment of the Arkansas Scholarship Lottery. As an ending note Mr. Passailaigue said the first Arkansas Lottery ticket was sold on September 28, 2009 to Dr. Jon Purcell, Director of the Arkansas Department of Higher Education.
